Biliran Province State University (BiPSU) is a public institution of higher learning located in the municipality of
Naval, Biliran. The school was established in 1945 as the Naval High School, which was then eventually converted into a state college coined as the Naval Institute of Technology. After decades of school operations, the school got its state university status through the concerted efforts of the local government of Biliran, the academic community, and the community people itself. In 2009, the school became the Naval State University through the
Republic Act 9718, which then again renamed into its present institution name through an amendment included in the
Republic Act 11170. The university is considered as the
premier and only state university in the province with a satellite campus in the municipality of
Biliran.
