Requirements

For Master's and Doctoral:
  • Students are required to take the qualifying examination (English Proficiency Test) in the master’s degree program and the doctoral program administered by the Dean and followed by an appropriate interview before being admitted in any graduate program.
  • For admission to the master’s degree program, only students who graduated from baccalaureate level with at least an average rating of 2.0 or equivalent, shall be deemed eligible for admission.
  • For admission to the doctoral level, only those students who are holders of master’s degree with a rating of at least 1.75 or equivalent shall be eligible for admission.
  • Students whose average rating is below the requirement may be provisionally admitted to a non-degree status, and after the successful completion of at least 18 academic units with an average rating of 2.0 in the master’s degree program and of at least 21 academic units with an average rating of 1.50 in the doctoral degree program shall be elevated to a regular status subject to the approval of the Dean.
  • Applicants for admission to the master’s degree program and doctoral degree program shall be required to have the proper and corresponding undergraduate (or any equivalent course at the graduate level) and graduate academic background, respectively to qualify for admission.

Undergraduate

Requirements

Freshmen
  • Students must have graduated from recognized secondary schools
  • Students must meet all the prescribed admission requirements of NSU.
  • Must qualify for the NSU College Admission Test.
  • Must have a complete and valid credential (F-138, Certificate of Good Moral Character, Medical Certificate, ISHIHARA and AUDIOMETRY Test Result (For Maritime students), NSO authenticated Certificate of Live Birth, 2x2 ID picture, and mailing envelope).
  • Students must qualify in the general weight average (GWA) grade requirements set by each College/Department.
  • Students must qualify for the Medical Examination. No student is admitted into the College of Maritime Education if he failed in ISHIHARA Vision Test and Audiometry Hearing Test.
  • Students must pledge to abide by and comply with all the rules and regulations of the NSU.
  • Students must not have enrolled in any academic or college subjects prior to their enrollment as beginning freshmen; otherwise, they shall be classified as transferees.
  • Students enrolled in vocational courses of those leading to a degree program that is not ladderized are admitted as beginning freshmen.
  • New/beginning freshmen may be accepted during the second semester/summer term subject to the requirements above.

Laboratory High School Freshmen Students
 
  • Students must be elementary graduates from government/private recognized schools.
  • Students must meet all the prescribed admission requirements of the University.
  • Must qualify for the NSU Secondary Admission test.
  • Must present the original copy of Form 138 (report card).
  • Must present a Certificate of Good Moral Character.
  • Must present a Medical Certificate.
  • Students must pledge to abide by and comply with all the rules and regulations of the University.
  • Students must qualify in the general weight average (GWA) grade requirement set by the NSU Laboratory High School.

Transferees
 
  • Must have complete and valid credentials.
  • Must meet all the prescribed admission requirements of the University and the concerned College/Department.
  • Passed the qualifying Test for Transferees.
  • Must obtain a general weight average (GWA) grade requirements prescribed under the curriculum.
  • Present copy of grades signed by the Registrar or TOR for reference purposes.
  • Present the Certificate of Transfer Credential.
  • Passed the College Interview.
  • Present Medical Certificates.
  • Passed the ISHIHARA Vision test and AUDIOMETRY Hearing Test – for Maritime students only.
  • Present 2x2 ID picture.
  • Present NSO authenticated Certificate of Live Birth.
  • Only students who have enrolled in any course leading to a degree program are admitted as transferees.
  • Admission shall be on probation basis during the first term of stay in the University or until such time that they shall have validated/repeated in accordance with University policies all the subjects taken outside the NSU which are required for their course.
  • Official Transcript of Records (TOR) and other transfer credentials shall be submitted prior to admission for the following semester as indicated in the duly filled up Undertaking and Waiver; otherwise; enrollment will not be allowed.
  • Transferees from State College or University (SUC) shall be admitted and treated as regular students in accordance with the existing policies of the University.
  • Must pledge to abide by and comply with all the rules and regulations of the NSU. 

Cross-enrollees
 
  • A student may be allowed to cross-enroll in another school under the following conditions.
  • The student is graduating at the end of the school year.
  • The subject to be cross-enrolled is not a major subject and is not being offered in the University.
  • The subject to be cross-enrolled belongs to the old curriculum and is not anymore being offered in the university.
  • The maximum number of units allowed for cross-enrollment is six (6) unless otherwise, they are already at the last number of units to be taken by the students to qualify him/her for graduation.
  • Request for cross-enrollment shall be recommended by the Dean, noted and approved by the University Registrar. The Registrar’s office shall prepare the cross-enrollment form to be carried by the student to the concerned school.
  • Cross-enrollees from other universities must present a cross-registration permit from the mother university.

Biliran Province State University (BiPSU) is a public institution of higher learning located in the municipality of Naval, Biliran. The school was established in 1945 as the Naval High School, which was then eventually converted into a state college coined as the Naval Institute of Technology. After decades of school operations, the school got its state university status through the concerted efforts of the local government of Biliran, the academic community, and the community people itself. In 2009, the school became the Naval State University through the Republic Act 9718, which then again renamed into its present institution name through an amendment included in the Republic Act 11170. The university is considered as the premier and only state university in the province with a satellite campus in the municipality of Biliran.
